青少年体质健康大数据治理的行动框架与实践路径

Action Framework and Practice Path of Big Data Governance of Adolescent Physical Health

运用文献资料法等,研究我国青少年体质健康大数据治理行动框架,提出具体实践路径。青少年体质健康大数据治理有利于青少年体质健康协同合作治理格局的形成,有利于青少年体质健康综合治理效能的提升,有利于青少年体质健康多元、个性化服务需求的精准化供给。大数据治理行动框架:注重认知准确,科学、适度的大数据治理理念;形成青少年体质健康“数据—智慧”决策方式;凸显大数据在青少年体质健康多元治理领域应用发展;实现治理体系与治理能力双轮驱动的现代化治理机制。实践路径:推进大数据基础设施建设,构建多元协同的整体性治理模式,完善法律法规政策体系。

By using the method of literature review,this paper studied the action framework of big data governance for adolescents'physical health in China and put forward specifi c practice path.Big data governance of adolescent physical health is conducive to the formation of collaborative governance pattern of adolescent physical health,the improvement of comprehensive governance efficiency of adolescent physical health in China,and the accurate supply of diversifi ed and personalized service demands for adolescent physical health.Action framework:It should pay attention to the accurate,scientifi c and appropriate big data governance concept,form the data wisdom decision-making mode of teenagers'physical health,highlight the application and development of big data in the field of multiple governance of adolescent physical health,and realize the modern governance mechanism driven by both governance system and governance capacity.Practice path:We should promote the construction of big data infrastructure for adolescents'physical health,build a comprehensive governance model of diversified and collaborative youth physical health,and improve the laws,regulations and policy system for big data governance of youth physical health.
