网络信息生态环境评价理论方法与优化对策研究

Study on the Theory and Method of Network Information Ecological Environment Evaluation and Optimization Countermeasures

【目的/意义】网络信息生态环境优化是实现网络强国战略的重要部分,开展网络信息生态环境评价并提出优化对策,有助于明确提升我国网络信息生态环境出发点和着力点、推动网络强国战略实施。【方法/过程】本文在定义网络信息生态环境内涵的基础上,确定了网络信息生态环境的影响因素,基于DEMATEL方法分析了各影响因素之间的联系,利用结果因素对我国2013—2018年我国网络信息生态环境进行了评价。【结果/结论】结果显示,近年来我国网络信息生态环境持续优化,但同时存在个别年份总体评价结果出现下降或上升较慢的问题,从信息制度环境、信息技术环境、信息本体环境、经济环境和人文环境5个维度提出了优化网络信息生态环境的具体策略,为推动网络强国建设、营造清朗网络空间提供参考。【创新/局限】借助DEMATEL方法得出的结果因素对我国网络信息生态环境进行评价,后续将进一步分析原因因素和结果因素对网络信息生态环境作用的差异。

【Purpose/significance】The optimization of network information ecological environment is an important part of the strategy of network power,after carrying out the evaluation of network information ecological environment the corresponding optimization countermeasures is put forward,it is helpful to find the starting point and focus for improving the network information ecological environment in China.【Method/process】On the basis of defining the connotation of network information ecological environment,this paper determines the influencing factors of network information ecological environment,analyzes the relationship between the influencing factors based on DEMATEL method,and evaluates China’s network information ecological environment from 2013 to 2018 by using the result factors.【Result/conclusion】The results show that in recent years,China’s network information ecological environment has been continuously optimized.But at the same time,the overall evaluation of individual years declines and rises slowly,the specific strategies for optimizing the network information ecological environment are put forward from the five dimensions of information system environment,information technology environment,information ontology environment,economic environment and human environment,which provides reference for promoting the construction of a strong country through the internet and creating a clear network space.【Innovation/limitation】The network information ecological environment in China is evaluated by using the result factors obtained from DEMATEL method,in the follow-up,the effects differences of cause factors and result factors on the network information ecological environment will be analyzed.
