新时代加快完善社会主义市场经济体制与国企改革:开启提速增效与重点突破新征程

Accelerating the Improvement of the Socialist Market Economy System and the Reform of Stateowned Enterprises in the New Era: A New Journey of Speed Improvements,Efficiency Increases,and Key Breakthroughs

国有企业改革是经济体制改革的中心环节。改革开放40多年来,我国国有企业改革走出了一条具有中国特色的发展道路,然而与新时代新形势新要求相比,国有企业改革仍然存在改革推进不平衡、体制机制不健全、布局结构不合理等问题,深化改革依然面临来自政企不分、配套政策不系统等障碍。为此,中共中央、国务院出台了《中共中央国务院关于新时代加快完善社会主义市场经济体制的意见》(简称《意见》)(1),对新时代加快完善社会主义市场经济体制的目标、方向、任务和举措进行了系统设计。国有企业改革将加速破除当前存在的三大障碍,并聚焦国有资产监管体制、混合所有制、职业经理人制度三大焦点,重点在电力、油气、铁路、邮政、烟草五大关键领域取得突破。国有企业改革将开启提速增效与重点突破新征程,将在关键性基础性重大改革上取得突破创新。

The reform of State-owned enterprises is a key link in the efforts to deepen economic restructuring.Over the past 40 years of reform and opening up,China’s SOEs reform has embarked on a path of development with Chinese characteristics. However,compared with the new era,new situation and new requirements,there are still problems in SOEs reform,such as unbalanced reform promotion,imperfect system and mechanism,unreasonable layout structure,etc,the deepening of reform still faces obstacles from internal factors of enterprises,indiscriminate government and enterprise,and unsystematic supporting policies. Therefore,the CPC Central Committee and the State Council issued The Opinions of the CPC Central Committee and the State Council on Accelerating the Improvement of the Socialist Market Economy System in the New Era( hereinafter referred to as the Opinions),and systematically designed the objectives,directions,tasks and measures of accelerating the improvement of the socialist market economy system in the new era. Starting from the spirit of the Opinions,this paper studies and judges that the reform of state-owned enterprises will speed up the removal of three major obstacles,and focuses on the three major focuses of the state-owned assets supervision system,mixed ownership system and professional manager system,focusing on breakthroughs in the five key areas of power,oil and gas,railway,post and tobacco. The reform of state-owned enterprises will start a new journey of speed-up,efficiency enhancement and key breakthroughs.
