基于水-土地-能源联结的国土空间系统解析框架

摘要 作为助推生态文明建设、新型城镇化发展以及促进国家治理体系和治理能力现代化的重要举措,国土空间规划需要不断迈向理性化和科学化。在此背景下,对国土空间系统进行科学、综合的解析具有重要的理论和实践价值。文章将国土空间视为一个复杂巨系统,提出将多要素联结作为解析国土空间的系统性视角,在明确国土空间系统内涵和多要素构成的基础上,尝试分析了国土空间所涉及的经济、人口、社会、水、土地和能源等关键要素系统的交互作用关系,建立了基于水—土地—能源联结的国土空间系统解析框架,以期为科学认知国土空间系统提供理论基础。 Territorial and spatial planning is an important measure to promote ecological progress,new-type urbanization and the modernization of national governance system and capacity.Accordingly,it will be inevitably required to be more rationalized and scientific.In this context,a scientific and comprehensive analysis of the territorial space system is of significant theoretical and practical values.This paper regards the territorial space system as a complex giant system,and puts forward that the multi-element nexus can be applied as a comprehensive research perspective.After clarifying the connotation and multi-element composition of the territorial space system,the paper analyzes the interaction among key subsystems related to the territorial space system,such as economy,population,society,water resources,land,and energy.Then an analytical framework for the territorial space system based on the water-land-energy nexus is established,which may provide a theoretical basis for the scientific understanding of the territorial space system.
