面向国土空间规划体系的特大城市管控单元划定与管控策略--以成都市为例

Division and Management Strategies of Space Management Unit Oriented toward Territorial and Spatial Pla-nning System in Metropolises:Take Chengdu City as an Example

文章分析了当前特大城市在空间管控上存在的问题与矛盾,通过梳理各大城市近年来在完善国土空间规划体系方面的实践探索经验,提出构建全域覆盖的空间管控单元,以衔接国土空间规划的总体规划与详细规划。文章从空间管控单元的划定方法、管控策略以及管控机制三个层面,提出特大城市的空间管控单元划定与分类应综合考虑上位规划、管理权责边界、空间利用现状及城市发展意图,针对不同类型单元制定差异化管控策略,建立互相衔接、可协调统筹、上下联动的指标传导机制与滚动循环的规划动态调整机制,为特大城市空间治理提供有效抓手。在此基础上,将成都市作为典型案例进行具体分析,以期为国土空间规划改革下全域管控体系的完善提供理论借鉴与技术支撑。

This paper proposed Space Management Unit covering the whole territory as an approach to connecting comprehensive planning and detailed planning in current territory development planning system.The paper summarized the problems and contradictions in current megacities’space management,reviewed efforts on improving space planning system practiced in metropolises in recent years,then suggested solutions on Space Management Unit division in megacities,management strategies and management mechanism.Comprehensive planning,boundary of administrative jurisdiction,current land utilization and local development purpose should be taken into account during the zoning of Space Management Units.For different types of units,corresponding management strategies,coordinated overall planning,mechanism of transmission index that links comprehensive planning and detailed planning and rotative dynamic adjustment mechanism of planning were formulated,through which Space Management Unit provided an effective gripper for territorial management and spatial governance on super-large city.In this paper,Chengdu was analyzed as a typical case to provide theoretical reference and technical support for territorial development planning reform in order to improve the overall management and control system.
