基于熵权法与粗糙集理论的海洋发展评价指标体系筛选与构建 被引量:3

摘要 随着海洋经济的快速发展,海洋资源开发利用活动日益剧烈,海洋资源与环境面临较大压力,客观准确地评价海洋发展状况,对优化协调海洋资源环境经济关系具有重要意义。将德尔菲法、熵权法、粗糙集理论相结合,从社会损益、经济损益、资源损益、环境损益4个方面筛选与构建海洋发展评价指标体系。首先,运用德尔菲法进行效益与成本指标选取,初步筛选构建起包含4个准则层、8个要素层,40个评价指标的多级海洋发展评价指标体系。其次,运用熵权法筛选出权重值较大的32个指标。最后运用粗糙集理论进一步去除信息冗余,最终形成含有24个评价指标的海洋发展评价指标体系。上述研究在理论上丰富了海洋发展评价指标的筛选与构建方法,在实践上提供了重要的实证参考。 With the rapid development of marine economy,the activities of exploitation and utilization of marine resources are becoming more and more intense,and marine resources and environment are facing greater pressure.An objective and accurate assessment of the development of the ocean is of great significance to optimizing and coordinating the economic relationship between marine resources and environment.This paper combines Delphi method,entropy weight method and rough set theory.The evaluation index system of marine development is selected and constructed from 4 aspects:social profit and loss,economic profit and loss,resource profit and loss,and environmental profit and loss.Firstly,the Delphi method is used to select benefit and cost indicators,and a multi-level marine development evaluation index system including 4 criteria layers,8 element layers and 40 evaluation indexes is established.Secondly,we use the entropy weight method to select 32 indexes with larger entropy weight value.Finally,the information redundancy is further removed by using the rough set theory,and a marine development evaluation index system with 24 evaluation indexes is finally formed.The above research enriches the selection and construction methods of marine development evaluation indicators in theory,and provides important empirical reference in practice.
