我国海洋经济高质量发展的问题及调控路径探析

海洋经济是我国沿海地区经济的基本特征,海洋经济高质量发展是沿海地区经济高质量发展的基本属性和重要组成部分,在建设海洋强国中负担着基础性作用。针对我国海洋经济发展中存在的问题,提出相应的调控路径。促进海洋产业从"初级化"向"高级化"转变;坚持海洋科技创新引领,推动完善海洋科技创新网络;坚持陆海统筹,实现区域海洋经济协调发展;发展蓝色海洋,治理海洋环境污染。

The 21 st century is the century of the ocean.All countries in the world have elevated the ocean development to the height of national strategy.As an important part of national economy,the ocean economy maintains the development of national economic security and provides broad space for the future development of the country.The high-quality development of ocean economy plays not only an important role in the strategic position of high-quality development of economy,but also a fundamental role in the strategy of building a powerful ocean country.Based on the view of the problems existing in the development of ocean economy in our country,the corresponding regulataion and control path is proposed:promoting the transformation of ocean industry from"primary"to"advanced";insisting on following the guidance of ocean science and technology innovation and pushing forward the improvement of ocean science and technology innovation network;adhering to the overall planning of land and sea,and realizing the coordinated development of regional ocean economy;developing blue ocean,and controlling ocean environmental pollution.
