中国建设现代化海洋牧场支撑条件时空差异分析

Temporal and Spatial Differences of Supporting Conditions for the Construction of Modern Marine Ranching in China

基于现代化海洋牧场内涵,本文利用海洋资源环境、社会经济、海洋科技人才和政策体制四个维度构建了现代化海洋牧场支撑条件评价指标体系,利用TOPSIS评价法测度了我国沿海11省(区、市)2008—2016年建设现代化海洋牧场的支撑条件,进而分析了我国建设现代化海洋牧场的时空变化特征。结果表明:(1)整体上看,2008—2016年,中国沿海11省(区、市)建设现代化海洋牧场支撑条件整体呈上升趋势,各省(区、市)间建设现代化海洋牧场支撑条件逐渐增大。(2)不同维度来看,建设现代化海洋牧场海洋资源环境支撑条件、社会经济支撑条件、海洋科技人才支撑条件有明显提升。(3)时间演化上看,我国建设现代化海洋牧场的支撑条件两极分化现象日渐明显,经历了由2008年两极分化程度较低,到2016年两极分化程度逐渐加重的过程。根据上述研究结果,提出四方面建议。

Based on the connotation of Modern Marine Ranching,this paper constructed an evaluation system for the supporting conditions of modern marine ranching from four dimensions of marine resources and environment,social economy,marine scientific and technological talents and policy system.The TOPSIS evaluation method was used to measure the supporting conditions for the construction of modern marine ranching in 11 coastal provinces and cities in China from 2008 to 2016.Then,the spatio-temporal variation characteristics of the construction of modern marine ranching in China were analyzed.The results show that:(1)On the whole,the supporting conditions for the construction of modern marine ranching in 11 coastal regions in China showed an upward trend from 2008 to 2016,while the supporting conditions for the construction of modern marine ranching among provinces and cities gradually increased.(2)From different dimensions,the supporting conditions of marine resources and environment,social and economic supporting conditions and Marine scientific and technological talents for the construction of modern marine ranches have been significantly improved.(3)From the perspective of time evolution,the polarization of supporting conditions for the construction of modern marine ranching in China is becoming more and more obvious,which has experienced a process from a low degree of polarization in 2008 to a gradually increasing degree of polarization in 2016.Based on the above research results,four suggestions were put forward.
