Study on Development and Construction of Logistics Park in Guangdong,Hong Kong and Macao

珠海横琴是粤港澳深度合作示范区,粤港澳物流园是深度合作示范区内的合作发展平台。利用珠海毗邻港澳的地理优势和港珠澳大桥口岸城市的交通优势,建设好粤港澳物流园,利用其扩散与回波效应,为珠海经济的发展形成一个新的经济增长极。粤港澳物流园以服务于港澳经济、带动珠西地区现代物流业发展、推动珠海经济增长为宗旨,其业务兼有跨境合作、保税监管、“飞地经济”的性质,国内各地物流园区和“飞地”工业园区开发建设的经验与做法,可供借鉴。优越的地理条件为粤港澳物流园提供了战略定位支持,但也存在一定的不足和障碍因素。粤港澳物流园区兼具货运服务型和口岸服务型两种性质,应为综合服务型物流园区。它应包括保税物流园区、国际分销配送和转运分拨中心、行政管理机制创新试验三个功能,是推动三地物流合作规范化、示范化的创新平台,应建设成为围绕港澳空运、香港海运,发挥江海驳运、陆空联运、海空转运、冷链物流、物流金融、供应链技术创新等辅助业务功能的现代物流业服务基地。主要建议:瞄准转运分拨的国际物流业务,发挥物流园区集聚辐射功能和物流产业带动提升作用;发挥陆港和空港辅助作业功能;创新口岸通关制度;等等。建议还包括了关于建设模式、管理模式、实施步骤等方面的一些具体、可行、有效的举措。

Zhuhai Hengqin is the deep cooperation demonstration area of Guangdong,Hong Kong and Macao(GHM),and the logistics park of GHM is the cooperation development platform in the deep cooperation demonstration area.Using the geographical advantage of Zhuhai adjacent to Hong Kong and Macao and the traffic advantage of the port city of Hong Kong-Zhuhai-Macao Bridge to build a good logistics park of GHM,using its diffusion and echo effect,it will form a new economic growth pole for the development of Zhuhai economy.GHM Logistics Park aims to serve the Hong Kong and Macao economy,promote the development of modern logistics industry in the western region of Zhuhai and promote the economic growth of Zhuhai,whose business has the nature of crossborder cooperation,bonded supervision and“enclave economy”,and can learn from the experience and practice of the development and construction of other logistics parks and“enclaves”industrial parks in China.The superior geographical conditions provide strategic positioning support for the logistics park of GHM,but there are also some shortcomings and obstacles.The logistics park of GHM should have the nature of both freight service and port service,and should be a comprehensive service logistics park.It should include three functions:bonded logistics park,international distribution,distribution and transit sub-drawing center,and innovation test of administrative mechanism,as an innovative platform to promote the standardization and demonstration of logistics cooperation between the three places,to build a modern logistics service base centering on Hong Kong-Macao air transport and Hong Kong maritime transport,giving play to the auxiliary business functions of river and sea barge,land and air transport,sea and air transport,cold chain logistics,logistics finance,technology innovation of supply chain and so on.Suggestions as follows:aiming at the international logistics business of transshipment,giving play to the function of gathering radiation in logistics park and promoting the logistics industry;giving play to the function of auxiliary operation of dry port and airport;innovating the customs clearance system of port,etc.The recommendations also include some concrete,feasible and effective initiatives on the construction model,management model,implementation steps,etc.
