韩国海洋经济发展现状、战略动向以及中国的应对策略

The Development Status,Strategic Trends of Korea’s Marine Economy and China’s Countermeasures

韩国十分重视海洋开发与利用,将海洋经济作为经济增长、产业升级的新引擎,旨在建设“全球海洋强国”。海洋发展环境变化叠加新冠肺炎疫情防控下的国内外形势变化,促使韩国近年来做出诸多政策变革,多途径多策略谋划产业强化和增长维持,寻求未来发展路径。本文在梳理韩国海洋行政推进机制的基础上,系统分析韩国主要海洋产业发展现状与政策趋势,结合韩国整体经济形势与国际环境变化,判断其海洋经济主要战略动向,并进一步从产业结构、创新驱动、绿色发展和对外开放等方面提出中国的应对策略,为中国海洋经济发展与对外合作政策制定提供有益借鉴和参考。

Korea attaches great importance to the development and utilization of the ocean,regards the marine economy as a new engine for economic growth and industrial upgrading,and aims to build a“global maritime power”.The changes of marine development environment and the situation at home and abroad under the COVID-19 have prompted Korea to seek industrial strengthening and growth maintenance through multiple channels and strategies.On the basis of combing the marine administrative promotion mechanism of Korea,this paper systematically analyzes the development status and policy trends of the main marine in-dustries in Korea,and judges the main strategic trends in combination with the overall economic situation and international environmental changes of Korea.Furthermore,this paper puts forward China’s countermeasures from the aspects of industrial structure,innovation driven,green development and opening up.This study can provide useful reference for China’s marine economic development and foreign cooperation policymaking.
