为解决排污许可制度改革中存在的问题,做到“一证式排污,一证式监管”,为企业绿色发展提供动力,提出了深化排污许可制度改革的建议:加快推进立法工作,加强政策宣传,强化顶层设计,以排污许可为核心,科学整合管理制度,搭建技术体系,实施分类管理,建设信息管理平台,实现数据共享,严格依证执法,强化后续监管,实施红黄牌警示,严格执行退出机制,加大信息公开,强化社会监督,加强队伍建设,培育第三方服务,学习并完善分类方法,掌握最新技术规范,夯实理论知识,提高台账管理水平。落实按证排污,强化依证监管,使监管更具实效性,推动生态文明建设。

In order to solve the problems existing in the reform of pollutant discharge permit system,achieve“one permit pollutant discharge and one permit supervision”,and provide power for the green development of enterprises,this paper puts forward some suggestions on deepening the reform of pollutant discharge permit system,i.e.to accelerate the legislative work,strengthen policy publicity,strengthen top-level design,take pollutant discharge permit as the core,scientifically integrate management system and building technical system,implement classified management,build an information management platform,realize data sharing,strictly enforce the law according to the evidence,strengthen follow-up supervision,implement red and yellow card warnings,strictly implement the exit mechanism,increase information disclosure,strengthen social supervision,strengthen team construction,cultivate third-party services,learn and improve classification methods,master the latest technical specifications and consolidate theoretical knowledge,improve the level of account management.It needs to implement pollutant discharge according to permits,strengthen supervision according to permits,make supervision more effective and promote the construction of ecological civilization.
