摘要
道路交通安全事故综合治理是一项复杂系统工程。本文基于2018年甘肃G75兰海高速兰临段“11.3”重大道路交通事故案例,构架了一个人员、技术、组织管理、外界环境等子系统共同构成的道路交通安全事故致因模型,剖析了引发该起事故的多重致因,提出了增强驾驶人的安全意识与安全责任以降低和防治道路安全事故显性故障(显性危险因素),强化相关主体的责任以降低防治道路安全事故隐性故障(潜在危险因素)的政策建议。
Comprehensive treatment of road traffic accidents is a complicated program.Based on the major road traffic accident in Lanlin section of Gansu G75 Lanhai Expressway on Nov.3rd,2018,this paper constructs a road traffic accident causation model combining subsystems such as personnel,technology,organization and management and external environment,in order to analyze the multiple causes of this accident.This paper proposes to enhance the driver’s responsibility and safety consciousness in order to reduce and prevent the active failures(dominant risk factor)of road safety accident,and strengthen the responsibility of relevant subjects to reduce and prevent the latent failures(potential risk factors).
