谈突发公共安全事件应急与救援能力建设——基于甘肃白银“5.22”黄河石林百公里越野赛

Emergency Response and Rescue Capacity of Public Security Incident:Based on“5.22”Yellow River Stone Forest 100km Cross-Country Race in Baiyin,Gansu

2021年5月22日,2021年(第四届)黄河石林山地马拉松百公里越野赛暨乡村振兴健康跑在白银市景泰县黄河石林大景区举行,比赛期间遭遇突发降温、降水、大风的高影响天气发生公共安全责任事件,造成21名参赛选手死亡,8人受伤,应急管理工作凸显出被动和诸多不足。近年来,大型活动日益增多,而大型群众性活动的审批、筹备、组织、保障等方面的规章制度不健全,在应急处突方面,存在诸如信息不对称、主体责任模糊、应急措施不充分、应急救援准备缺乏针对性等问题,已成为应急管理部门和消防救援队伍必须重视的重要课题。

On 22 May 2021,the forth Yellow River Stone Forest 100km Cross-Country Race was held in Baiyin Jingtai,Gansu,during which twenty-one professional runners died and eight injured from the high impact weather of strong wind,precipitation,and cooling in the most difficult stage of the extreme sports 100-kilometer cross-country race,revealing irregular organization and management of the event,and unprofessional operation and execution.In recent years,large-scale activities have increased day by day,while the rules and regulations on the approval,preparation,organization and logistics support are incomplete.It has become an important subject for the emergency management departments and fire rescue teams that such problems exist as asymmetric information,vague responsibilities,insufficient emergency measures,and lack of pertinence in emergency rescue preparation.
