Agricultural Products Quality Safety Credit Management System and Development Countermeasures

农产品质量安全信用治理体系是中国实现农业治理现代化、推动农业高质量发展的重要手段。围绕农产品质量安全信用治理相关问题分析农产品质量安全失信的危害、动因及其治理措施,探讨农产品质量安全信用治理体系的内涵和作用机制。同时,在梳理农产品质量安全信用治理体系建设历程的基础上,分析了当前存在的主体关系及权责、信用信息制度、信用评价工作开展、信用奖惩效力发挥和信用协同治理氛围5个方面的不足。基于此,中国农产品质量安全信用治理体系未来将坚持共建共治共享理念、拓展信用协同治理新局面,同时将依托现代信息技术手段不断提高治理效率;未来,农产品质量安全信用治理体系的进一步发展,需要理顺建设模式及主体权责,完善信用信息"征管用"相关制度,落实信用评价标准建设及应用工作,增强农产品质量安全信用奖惩效力,提高农产品质量安全信用影响力。

The agricultural products quality and safety credit governance system is an important approach for China to modernize agricultural governance and promote the high-quality agricultural development.Focusing on the issue of agricultural products quality and safety credit governance,the hazards,motivations and governance measures of agricultural products quality safety credit failure were analyzed,and the connotation and functioning mechanism of the agricultural products quality safety credit governance system was discussed.At the same time,based on combing the construction history process of the agricultural products quality and safety credit management system,the deficiencies existing in the development of agricultural products quality safety credit governance system were analyzed,such as subject relationship and rights and responsibilities,credit information system,credit evaluation,credit reward and punishment mechanism,and credit collaborative governance atmosphere.Based on this,in the future,the development of China’s agricultural products quality and safety credit governance system will adhere to the concept of co-construction,co-governance and sharing,expand the new situation of collaborative credit governance,and at the same time rely on modern information technology to continuously improve governance efficiency;the further development of the agricultural products quality and safety credit governance system in the future requires rationalizing the construction model and subject rights and responsibilities,improving the credit information system of collection,management,and use,implementing the construction and application of credit evaluation standards,enhancing the effectiveness of credit rewards and punishments,and improving the credit influence of agricultural products quality and safety.
