中国省域人才资本存量差异分析——来自大学科技园管理机构面板数据的证据

Difference Analysis of Talent Capital Stock Among Provinces in China:Evidence from panel data of university science park's management institutions

摘要 基于中国2008—2019年30个省区市(除西藏外)国家级大学科技园管理机构及在孵企业的从业人员数,采用改进的受教育年限法测算了中国省域大学科技园管理机构人才资本存量。在此基础上,利用Dagum基尼系数和泰尔指数对中国四大经济区域大学科技园管理机构人才资本存量的地区差距进行实证研究。结果发现:在样本考察期内,大学科技园管理机构人才资本存量的年均值呈现出东高西低的特征,而其年均增速则呈现出西高西低的特征;除中部及东北地区外,全国及东部、西部地区省域大学科技园管理机构人才资本存量长期表现为不均衡状态;中国各区域大学科技园管理机构人才资本存量分布差异的泰尔指数均大于零,其反映的各区域人才资本存量分布差异与基尼系数反映的情况有较大差异,且地区内差异始终高于地区间差异。 Based on the number of employees of National University Science and technology park management institutions and incubated enterprises in 30 provinces,regions and municipalities(except Xizang)from 2008 to 2019,the talent capital stock of the management institutions of university science and technology parks in provinces of China were calculated by using the improved education years method.On this basis,uses dagum Gini coefficient and Theil index to make an empirical study on the regional gap of talent capital stock of University Science and technology park management institutions in four economic regions of China.The results show that:During the sample period,the average annual value of talent capital stock of University Science and technology park management institutions is higher in the East and lower in the west,while the average annual growth rate is higher in the West and lower in the West.Except for the central and northeast regions,the talent capital stock of University Science and technology park management institutions in the whole country,Eastern and western regions has been unbalanced for a long time.The Theil index of talent capital stock distribution difference of University Science and technology park management institutions in different regions of China is greater than zero,which reflects the regional talent capital stock distribution difference and Gini coefficient reflects the situation has great difference,and the difference within the region is always higher than that between regions.
