知识转移理论:中国高铁标准“走出去”研究的新视角

Knowledge Transfer Theory:A New Perspective on the“Going Global”Research on Chinas High-speed Rail Standards

中国高铁“走出去”已从铁路装备的单一出口转变为包含中国高铁标准的全产业链输出,而中国高铁标准“走出去”的过程本质上是知识转移的过程。文章从现有中国高铁标准“走出去”研究的成果与不足出发,以知识转移理论为基础,通过“高铁标准和知识的关系”“高铁标准‘走出去’和知识转移的关系”两方面论证基于知识转移视角研究中国高铁标准“走出去”的必要性与可行性,并结合全球价值链3种驱动模式,搭建一套中国高铁标准“走出去”的知识转移理论研究框架,框架包括以下4个部分:中国高铁标准“走出去”知识转移网络结构;中国高铁标准“走出去”知识转移机制;中国高铁标准“走出去”知识转移路径选择;中国高铁标准“走出去”知识转移对策建议。

The“going global”of Chinas high-speed rail has changed from a single export of railway equipment to the output of a whole industrial chain containing Chinas high-speed rail standards,and the process of the“going global”of Chinas high-speed rail standards is essentially a process of knowledge transfer.Starting from the achievements and shortcomings of the existing“going global”research on Chinas high-speed rail standards,and based on the knowledge transfer theory,the necessity and feasibility of studying the“going global”of Chinas high-speed rail standards from the perspective of knowledge transfer are demonstrated through the two aspects of“the relationship between high-speed rail standards and knowledge”and“the relationship between the“going global”of high-speed rail standards and knowledge transfer”.Besides,combined with the three driving modes of the global value chain,a theoretical research framework of knowledge transfer for the“going global”of Chinas high-speed rail standards is set up,which includes the following four parts:the knowledge transfer network structure of the“going global”of Chinas high speed rail standards,the knowledge transfer mechanism of the“going global”of Chinas high speed rail standards,choice of the knowledge transfer path for the“going global”of Chinas high speed rail standards and countermeasures and suggestions on the knowledge transfer of the“going global”of Chinas high speed rail standards.
