互联网是一个全球性网络,在其中活动的主体众多,必须构建一种能够超越文化差异和利益冲突的、具有普遍约束力的互联网规范。这就需要在尊重文化差异和利益差异的基础上,寻求构建互联网规范的一般性原则,以协调差异,实现共赢,这些原则就是允许原则和利益平衡原则。

The Internet is a global network,where many people live.A universally binding Internet specification that can transcend cultural differences and conflicts of interests must be constructed.It requires people to respect those differences and seek general principles to build the Internet norms for eliminating differences and achieving a win-win situation.We think these principles are principle of permission and interest balance.
