摘要
多式联运充分发挥了各种运输方式的比较优势,具有高效率、低成本的特性,在欧美等发达国家被广泛应用。为了提升我国多式联运服务水平,降低我国社会物流成本,本文从多式联运"一单制"的概念和内涵入手,分析了广义和狭义"一单制"的核心要素,通过梳理国内外多式联运"一单制"在运输单证统一、运输单证电子化、多式联运信息共享以及运输单证物权化等方面的典型实践,提出了我国多式联运"一单制"的工作举措和相关政策建议。
Multimodal transport gives full play to the comparative advantages of different modes of transport,which has the characteristics of high efficiency and low cost,and has been widely used in developed countries.In order to improve the service level of multimodal transport and reduce the logistics cost in China,the concept and connotation of the one document system of multimodal transport has been defined,then the core elements of the one document system has been analyzed in both broad and narrow sense.Through sorting out the domestic and international typical practices of the one document system in the aspects of the harmonization of transport documents,electronic transport documents,information sharing and right in rem of transport documents,measures and policy suggestions on one document system of multimodal transport in China has been put forward.
