村企统合:经营村庄的新模式——以浙江省湖州市L村为例

Integration of Village and Enterprise:A New Model of Village Management:A Case Study of L Village,Huzhou City in Zhejiang Prouince

探索村庄发展与经营的模式是乡村振兴战略的重要问题。本文在总结村企合一、有为集体发展模式的基础上,结合浙江省湖州市L村"村+公司+家庭农场"的发展实践进行单案例研究,并提出经营村庄的新模式——"村企统合"。村企统合是统筹规划基础上的统一经营与合作,促成了劳动与资本的联合,其本质是统一经营与分散经营相结合的双层经营体制,体现出农民主体性与新型集体经济组织的市场主体地位,表现出弱依附性、弱行政性与强经济性、强社会性。发展新型集体经济,促进农村集体产权制度改革,是村企统合产生的前提,村企统合也是"共建共治共享"社会治理新格局的村庄创新实践。

Exploring the model of village development and management is an important issue for rural revitalization strategy.Based on the summary of village enterprise unity and collective development mode,this paper describes the development practice of"village+company+family farm"in L village of Huzhou City,Zhejiang Province,and conducts a single-case study to propose a new mode of operating villages-"Village Enterprise Integration".Village enterprise unification is a unified management and cooperation based on integrated planning,which leads to the union of labor and capital.Its essence is a two-tier management system which combines unified and decentralized management,reflecting the subjectivity of farmers and the market subject status of the new collective economic organization,and showing weak dependence,weak administration and strong economy and sociality.The development of a new collective economy and the reform of the rural collective property rights system are the prerequisites for the emergence of village enterprise unification,which is also an innovative practice of the new pattern of social governance of"common construction,common governance and sharing"in villages.
