农业经营主体融资担保协同机制与效应——浙江省农担体系建设的探索与实践

Synergetic Mechanism and Effects of Financing Guarantee on Agricultural Operating Entities:An Explorative and Practical Perspective from Zhejiang Agricultural Credit Guarantee

农业经营主体普遍存在信贷配给问题,但抵质押物的不足决定了其对政策性担保制度的高度依赖。目前农业信贷担保资源存在闲置与紧缺并存以及信息不对称导致交易成本过高等问题。本文在对全国农业经营主体融资担保现状分析的基础上,重点调研了浙江省农业经营主体融资担保的需求与供给,突破协同理论传统视角,系统分析了浙江省农业融资担保有限公司(简称"浙农担")从部门、技术、数据、政策、流程五个维度构建多元协同机制实现农业政策性担保杠杆效应的绩效及路径,为中国农业政策性融资担保体系建设提供浙江方案和经验。

The phenomenon of credit rationing often exists in financing process of agricultural operating entities,which would be highly dependent on policy guarantee because of the lack of collateral.In practice,excess and shortage coexist in the resources of agricultural credit guarantee.Agricultural credit guarantee also has the problem of high transaction cost caused by information asymmetry.Based on analysing current financing guarantee on agricultural operating entities in China,this paper focuses on the research of demand and supply of financing guarantee on agricultural operating entities in Zhejiang Province,and systematically analyses the performance and path of Zhejiang Agricultural Financing Guarantee Co.,Ltd.(hereinafter referred to as"Zhejiang Agricultural Guarantee")of realizing leverage effect of agricultural policy guarantee through setting up a multiple synergetic mechanism on five dimensions of department,technology,data,policy and process by breaking through traditional perspective of synergy theory.This paper provides Zhejiang experience for the development of agricultural policy financing guarantee in China.
