“线上”和“线下”融合:数据时代防返贫机制构建

Integration of"Online"and"Offline":Research on the Construction of Anti Poverty Mechanism in the Era of Information Mega Data

我国脱贫攻坚已经取得全面胜利,解决了历史性的绝对贫困问题。脱贫群众收入大幅提高,生活保障水平大为改善,但相对贫困和因病、因灾、因残、突发性事故等返贫风险依旧存在。健全防止返贫动态监测和帮扶机制是巩固拓展脱贫攻坚成果协同乡村振兴有效衔接的重要环节之一。研究基于信息大数据时代,利用乡村振兴行业部门数据共享形式,构建"线上"信息预警和"线下"实地排查的防返贫机制模式。

The battle against poverty has been a complete success.China has won the battle against poverty as scheduled,ending the historic issue of absolute poverty.The income of the people lifted out of poverty has greatly increased and their living security has greatly improved.However,the risks of relative poverty and returning to poverty due to illness,disaster,disability and sudden accidents still exist.Improving the dynamic monitoring and assistance mechanism for preventing the return to poverty is one of the important links to consolidate and expand the effective link between the achievements of poverty alleviation and rural revitalization.Based on the era of information mega data,this study applies the data sharing form of rural revitalization industry departments to build the mechanism model of"online"information early warning and"offline"field investigation to prevent poverty return.
