制度领导力研究自西方传入中国后,逐渐受到了政治学界的重视,成为分析中国共产党领导能力提升的新维度。制度环境、制度组织、制度精神、制度能力等要素的有机结合、共同发挥作用形成制度领导力。作为学术研究的新动向,“制度领导力”的出现适应了中国共产党必然而又必须全面提升领导能力的趋势和需求,具有重要的时代意义:全面推进依法治国的必然结果;由革命党向执政党转变的现实需要;从“统治”迈向“治理”的内在要求;应对风险挑战的根本性选择。

Being spread from the west society into China,institutional leadership has been thought by the political circle and became a new dimension to analysis the advance of leadership ability of the Communist Party of China.The effective combination of the institutional environment,spirit,organization and ability works together to form institutional leadership.As a new direction of academic research,the emergence of“institutional leadership”is in line with the trend and demand that the Communist Party of China must inevitably comprehensively enhance its leadership and of great epochal significance:First,it is an inevitable result to advance the rule of law in an all-round way;Second,it is a realistic need to transform from the revolutionary party to the ruling party;Third,it is an intrinsic requirement from“domination”to“governance”;Fourth,it is a fundamental choice to deal with the risks and challenges.The practice of socialism with Chinese characteristics in the New Era provides a rare strategic opportunity and broad academic space for the study of institutional leadership,it has become an important task of the Era to promote the institutional leadership of the Chinese Communist Party.
