大国的崛起往往伴随海外利益的延伸与拓展。有效承担国际公共产品的供给,对维护国家海外利益和实现全球治理具有双重效能,不仅保障全球治理的有序进行,而且为海外利益的维护提供条件。全球化背景下的中国,参与国际社会化程度不断提升,实力的增长为中国参与国际治理提供物质基础,而海外利益的增长则强化了中国积极参与国际治理的意愿。在这一过程中,中国需要统筹兼顾,以合作共赢为引领,以国际制度为平台,以“一带一路”倡议为抓手,客观分析国际支出和收益,平衡供给公共产品,从而推动全球治理结构朝着合理化方向发展,同时努力拓展和维护中国海外利益。

The rise of great powers is always accompanied by the extension and expansion of overseas interests.Undertaking the supply of international public goods effectively has dual effects on maintaining national overseas interests and achieving global governance,not only ensuring the orderly conduct of global governance,but also providing conditions for the maintenance of overseas interests.In the context of globalization,China’s participation in international socialization has continued to increase.The increase in strength has provided China with a solid material basis for participating in international governance,while the growth of overseas interests has strengthened China’s willingness to participate in international governance actively.In this process,China should take overall planning into consideration,take win-win cooperation as the lead,take the international system as the platform,and take the Belt and Road initiative as the key link,objectively analyze international expenditures and benefits,and balance the supply of public goods,thereby promoting the development of global governance structure towards rationalization,while striving to expand and safeguard China’s overseas interests.
