公共治理视域下服务型政府建设问题与优化路径

Problems and Optimization Path of the Construction of Service-oriented Government from the Perspective of Public Governance

推进国家治理体系和治理能力现代化,构建人民满意的服务型政府,有利于提升政府公共服务供给能力,实现制度优势更好转化为国家治理效能。公共治理模式与服务型政府在公共服务供给理念、内容、主体、方式等方面高度契合,有力推动了服务型政府建设的进程。当前,服务型政府建设存在理论探讨不足、服务泛化、机制不完善和社会参与不足等问题,需要从重塑中央和地方关系,深化行政体制改革,提升社会自治能力,建构多维联动机制,创新公共服务供给方式等方面入手,推动人民满意服务型政府的构建。

Promoting the modernization of national governance system and governance capacity and building a service-oriented government that people are satisfied with are conducive to improving the government’s public service supply capacity and realizing the transformation of institutional advantages into national governance efficiency.Public governance model and service-orientedgovernment are highly consistent in the concept,content,subject and mode of public service supply,which strongly promotes the process of service-oriented government construction.At present,there are some problems in the construction of service-oriented government,such as insufficient theoretical discussion,service generalization,imperfect mechanism and insufficient social participation.To promote the construction of service-oriented government with people’s satisfaction,we need to rebuild the relationship between the central and local governments,deepen the reform of the administrative system,enhance the ability of social autonomy,construct multi-dimensional linkage mechanism,and innovate the mode of public service supply.
