摘要
立足COVID-19情境,以1169名公务员为研究样本,运用层次回归方法,实证考察了基层政府公职人员问责不当性感知与其避责行为意向的关系及个体公共服务动机和风险感知在其中所发挥的中介和调节效应。结果显示问责不当性感知能够显著影响公职人员的避责行为意向;公共服务动机在问责不当性感知和避责行为意向互动关系中发挥中介作用;风险感知在问责不当性感知与公务员公共服务动机的关系中具有显著的负向调节作用。研究结论为厘清中国情境中基层避责行为生成过程及其作用机理,助推政府问责制度改革实践提供有价值的启示。
Based on the COVID-19 situation,taking 1169 civil servants as the research samples,using the hierarchical regression method,this paper empirically investigates the relationship between irrational perception of accountability and grassroots blame avoidance intention in crisis situations,as well as the mediating and moderating effects of public service motivation and risk perception of officials.The research shows that:in the crisissituation,irrational perception of accountability can significantly affect the blame avoidance intention of grassroots civil servants;The public service motivation plays an intermediary role in the interaction between government accountability and the blame avoidance intention of grassroots civil servants.Risk perception has a significant negative moderating effect on the relationship between irrational perception of accountability and public service motivation of civil servants.The research conclusion provides valuable enlightenment for clarifying the generation process and mechanism of grass-roots responsibility avoidance in China,and promoting the reform practice of government accountability system.
