地质调查预算编制存在的问题与建议——以地质调查二级项目为例

Problems and Suggestions in the Budget Compilation of Geo-Survey-A Case Study of Second Level Project of Geo-Survey

地质调查预算是实现地质调查项目任务目标的经济保障,是规范项目经费支出、提高资金使用效能的重要依据。文章以地质调查二级项目为例,分析了地质调查预算编制存在的对政策法规制度学习掌握不够、与技术方案衔接不够、缺乏单位统筹规划、标准采用不适当、单位初审不到位等问题,并提出针对性建议:(1)严格落实"两个责任制",压实预算编制责任;(2)加强学习与沟通,做好预算编制前的准备工作;(3)项目承担单位要加强对预算编制的统筹规划;(4)合理采用预算标准,加快预算标准更新研究;(5)重视预算初审工作,把好初审关;(6)加强预算编制业务培训,提高预算编制人员业务素质。

Geo-survey budget is the economic guarantee for the realization of the mission objectives of geo-survey projects,and it is the important basis to regulate the expenditure of project funds and improve the efficiency of fund use.Taking the second-level project of geo-survey as an example,the article analyzes the problems existing in the budget compilation of geo-survey,such as insufficient understanding of policies and regulations,insufficient connection with technical scheme,lack of unit overall planning,inappropriate standard adoption,inadequate unit initial budget review,following these,the article puts forward the corresponding suggestions as follows:(1)strictly implement the"two responsibility systems"("unit legal person responsibility system and project leader responsibility system")and fulfill the responsibility of budget compilation;(2)strengthen learning and communication,and make enough preparations before the budget compilation;(3)the project responsible units should strengthen the overall planning of budget compilation;(4)adopt the budget standard reasonably and speed up the research of budget standard update;(5)pay attention to the initial budget review and check it well;(6)strengthen the training of budgeting and improve the professional quality of budgeting staff.
