摘要
教育共治既是教育治理的具体方式,又可视作其本质特征。教育共治是基于多主体参与的网络化公共行为,是一个民主协商的过程,也是一个实现公共利益最大化的过程。在当前,教育共治面临着三重挑战,包括教育体制内长期存在的科层制惯性,导致参与者主体意识缺乏;教育利益相关者利益偏好不一致,导致组织效率低下;教育共治主体水平存在差异,导致参与者分享的权力不均等。教育共治实现的可能路径主要包括:以机制构建作为前提与保障;通过公民教育提升现代公民的公民素养;应加强教育共治中的政府元治理。
Co-governance of education is not only a specific way of educational governance,but also can be regarded as its essential characteristics.Co-governance of education is a networked public behavior based on multi subject participation.It is a process of democratic consultation and maximization of public interests.At present,education co-governance faces three challenges,including the long-standing bureaucracy inertia in the education system,which leads to the lack of participants'subjective consciousness;inconsistent interest preferences of education stakeholders lead to low organizational efficiency;and there are differences in the level of the subjects of educational co governance,which leads to unequal power sharing among participants.The possible ways to realize education co governance mainly include:mechanism construction is the premise and guarantee,to improve the citizen's quality of modern citizens through citizen education;the government should strengthen the meta-governance in the educational co governance.
