以实现共同富裕为目标加快我国收入分配改革

To achieve common prosperity for the goal of accelerating China’s income distribution reform

《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》提出,全体人民共同富裕要取得更为明显的实质性进展,其中,加快收入分配改革是稳步推进共同富裕的必然要求。近年来,我国基尼系数有所回升,城乡、地区和行业间收入绝对差距以及财富差距仍在扩大的态势值得重视。初次分配制度不健全,政府再分配职能发挥仍不充分,第三次分配作用不显著等制度性因素是产生上述问题的重要原因。同时,我国还面临全球贫富差距扩大、经济结构转型、人口老龄化、新一轮技术革命和城乡区域发展不平衡等国内外诸多挑战。加快我国收入分配改革,要以实现全体人民共同富裕为目标,完善各类生产要素由市场决定报酬的机制;深化工资制度改革,增加居民工资性收入;多渠道增加城乡居民财产性收入;维护合法劳动报酬权益,规范收入分配秩序;完善再分配机制,加大再分配的调节力度和精准性;发挥第三次分配作用,发展慈善事业,改善收入和财富分配格局。

In proposals for formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035,it proposed that the common prosperity of all people to achieve more obvious substantive progress,among which,to accelerate the reform of income distribution is the inevitable requirement of steadily promoting common prosperity.In recent years,China’s Gini coefficient has rebounded,and the absolute income gap and wealth gap between urban and rural areas,regions and industries are still expanding.The institutional factors,such as the imperfect primary distribution system,the insufficient government redistribution function,and the insignificant role of the third distribution,are important reasons for the above problems.At the same time,China faces many challenges at home and abroad,including a widening gap between the rich and the poor,economic restructuring,an aging population,a new round of technological revolution,and uneven development between urban and rural areas and between regions.To accelerate the reform of income distribution in China,we should improve the mechanism whereby the remuneration of various factors of production is determined by the market with the goal of achieving common prosperity for all the people.We will deepen reform of the wage system and increase people’s wage income.We will increase urban and rural residents’property income through multiple channels.We will safeguard the rights and interests of lawful remuneration for work and standardizing the order of income distribution.We will improve the redistribution mechanism,increase the adjustment strength and precision of redistribution.We will give full play to the role of the third distribution,develop philanthropy,and improve the distribution of income and wealth.
