公共危机管理视角下社会治理现代化的实现

Achieving Social Governance Modernization from the Perspective of Public Crisis Management

公共危机管理是社会治理现代化的重要部分。在危机频发的现代社会,对公共危机的管理直接影响着我国社会治理现代化的实现。新时代对社会治理提出了新要求,社会治理被赋予了高水平的内涵,冠以现代化的目标指向,须进一步转变治理理念、构建治理体系和提升治理水平。从公共危机管理视角切入对社会治理现代化的研究,是对当前社会实际的最好回应,也为社会治理现代化寻找了新亮点。基于两者间的密切联系,搭建起相互促进的桥梁,在公共危机管理中找到社会治理实践的肯定做法与不足之处,从展现“中国自信”,突出“人民满意”,强调“多元参与”,构建“各项体系”和力逐“科学先进”5个方面推进社会治理现代化的实现。

Public crisis management is an important part of the modernization of social governance.In a modern society with frequent crises,the management of public crises directly affects the modernization of social governance in our country.The developmental goals of the new era put forward new requirements for social governance.Social governance has been endowed with high-level and high-requirement connotations.It is urgent to further change the concept of governance,build governance systems,and improve governance levels.The study of social governance modernization from the perspective of public crisis management is the best response to the current social reality,and it also finds new bright spots for social governance modernization.Based on the close relationship between the two,the writer of the article proposes that the modernization of social governance can be realized by building mutual promotion,finding affirmative practices and shortcomings in the practice of social governance in public crisis management,and promoting the modernization of social governance through five aspects:displaying“Chinese confidence”,highlighting“people’s satisfaction”,stressing“multiple participation”,building“various systems”and striving for“advancement in science”.
