公共危机治理中地方政府行动的制度逻辑与调适路径

Institutional Logic and Adjustment Paths of Local Government Action in Public Crisis Governance

从组织制度视角探讨政府科层组织的治理制度逻辑,分析公共危机治理从宏观政策生成到具体执行过程,可知政府科层组织策略选择呈现出一统决策下执行的差异化、运动式治理的动态反复和政策执行的象征化等特征。基于此,应从制度运行的过程出发,理顺科层组织运行体系以更好发挥政府作用,同时着力推动建立多元、协同、透明的公共危机治理体系,从而激活自下而上的社会力量,提高公共危机治理效能。

From the perspective of organizational system,this paper discusses the the institutional logic of governance in governmental hierarchical organizations and analyzes the characteristics of strategy selection by governmental hierarchical organizations during the process from macro policy generation to practical implementation in public crisis governance.The characteristics are the differentiated execution under unified decision-making,the dynamic repetition governance in the form of campaign and the symbolization of policy implementation.Based on the above analysis,the author proposes that:1)the hierarchical organization operation system should be coordinated so as to give full play of the role of the government;2)a multiple,collaborative and transparent governance system should be established so as to activate the bottom-up social forces and improve the effectiveness of public crisis governance.
