在新《土地管理法》背景下,上海要以乡村振兴战略为引领,着力培育农业农村发展新动能,进一步推进“三农”现代化。要通过土地要素的整理,促进上海“三农”功能的进一步提升。在农业领域,要立足高端农业发展,通过绿色化、园区化、规模化、品牌化、科技化、信息化,把上海农业打造成现代绿色高科技的样板农业;在农村地区,通过乡村整治,结合“三园”项目,把上海乡村打造成产业兴旺、生态宜居、功能完善,宜居、宜业、宜游的重要空间;在农民方面,要进一步促进农民分流,让职业农民成为农业的经营主体,让非农农村居住更自由地流动。

Under the background of the new Land Management Law,Shanghai should take the strategy of revitalizing the countryside as the leader,focus on cultivating new dynamics of agricultural and rural development,and further promote the modernization of the“three dimensional rural issues”.Through the consolidation of land elements,it is necessary to promote the further improvement of Shanghai’s“three dimensional rural issues”functions.In the agricultural field,based on high-end agricultural development,through green,park,scale,branding,technology,information technology,Shanghai’s agriculture will be turned into a modern,green and high-tech model agriculture;in rural areas,through rural improvement,combined with the“three gardens”project,Shanghai’s countryside will be turned into an important space where industry thrives,ecology is livable,and function is perfect for living,working,and visiting;in terms of farmers,we should further promote the diversion of farmers,so that professional farmers can become the main body of agricultural operations and non-farm rural residence can flow more freely.
