丝绸之路经济带核心区金融集聚能力评价与提升路径——基于改进的熵值法综合评价模型

Evaluation and Promotion Path of Financial Agglomeration Capacity in the Core Area of Silk Road Economic Belt--Comprehensive Evaluation Model Based on Improved Entropy Method

2014年中央明确要将新疆打造成“丝绸之路经济带核心区”,如何通过金融集聚赋能核心区建设,成为新疆亟需解决的问题。本文以新疆15个地州为例,从金融背景、金融规模、金融密度和金融深度四个方面共选取11项指标,构建其金融集聚能力评价指标体系,构造基于改进的熵值法综合评价模型,对2011—2017年新疆金融集聚能力的综合指数进行比较并进行时空演化分析。结果表明:(1)丝绸之路经济带核心区金融集聚能力总体发展水平呈明显提升趋势;(2)一定的经济规模是金融集聚的必要前提,乌鲁木齐的金融集聚能力优势突出,对周边地州的虹吸效应明显;(3)喀什地区和伊犁州直属县在15个地州中的综合表现较优,与乌鲁木齐形成“一主两翼”的金融要素集聚空间分布格局,与核心区城市定位、战略空间布局基本保持一致。建议通过建设中亚区域金融中心、培育产业集群、优化制度环境、完善基础设施等措施提升核心区金融集聚能力。

With the proposal of the Silk Road Economic Belt,the central government has made it clear that it wants to build Xinjiang into the core area of the Silk Road Economic Belt in 2014.Therefore,how to build the core area through financial agglomeration has become an urgent problem to be solved in Xinjiang.Taking the fifteen prefectures in Xinjiang as the case area,11 indexes are selected from the four aspects of economic scale,financial scale,financial density and financial depth to construct their financial agglomeration capacity evaluation index system.Based on the improved entropy method,the comprehensive index of financial agglomeration capacity of the 15 prefectures in the core area of Silk Road Economic Belt from 2011 to 2017 is compared and analyzed.The results show that firstly,the overall development level of financial agglomeration capacity in the core area of the Silk Road Economic Belt is obviously improving.Secondly,a certain economic scale is a necessary prerequisite for financial agglomeration.Urumqi has outstanding advantages in financial agglomeration ability and obvious siphon effect on the surrounding states.Thirdly,the comprehensive performance of the Kashgar area and the counties directly under Yili Prefecture is better in the 15 prefectures,and together with Urumqi,they form a spatial distribution pattern of financial elements agglomeration,which is basically consistent with the urban positioning and strategic spatial layout of the core area.Therefore,this paper proposes to enhance the financial agglomeration capacity of the core area through measures such as building a regional financial center in Central Asia,cultivating industrial clusters,optimizing the institutional environment and improving infrastructure.
