大学生资助体系改革的思考

Reflections on the Reform of Subsidy System for College Students

20世纪90年代以来形成的大学生资助制度,建立了以政府资助为主的资助体系,为解决贫困家庭大学生完成学业起到了很好的作用。随着人们生活水平的提高,在校大学生不断增加,现有的资助体系已经不能适应学生的发展与需求。基于此,高校要加快建立大学生资助基金,逐步减少对国家财政的依赖;由资助的无偿为主向有偿为主转变;资助政策由“扶困”向“扶困+扶志”转变,建立以学业为中心的资助和奖学金制度;利用互联网+,健全资助认定体系,实施精准认定和个人信用体系管理。

Since the 1990s,the subsidy system for college students has developed into a system dominated by government funding,which plays a significant role in helping college students from poor families complete their studies.With the improvement of people’s living standards and the increasing number of college students,the existing funding system can no longer adapt to the development and needs of students.Therefore,colleges and universities shall speed up the establishment of subsidy funding for college students,and gradually reduce their dependence on national finance;the subsidy form shall be shifted from being free to being paid;the subsidy policy shall be changed from"helping the poor"to"helping the poor and supporting the ambition",and it is needed to establish a study-oriented subsidy and scholarship system,making use of Internet plus to improve the subsidy identification system,implement accurate identification and individual credit system management.
