习近平“目标法治论”中的法治人才培养理论研究

On Training of Legal Talents in Xi Jinping’s“Target Rule of Law Theory”

习近平法治思想是不同于“治理方式法治论”的“目标法治论”。以“建设”为品格特征的习近平“目标法治论”一个突出特点是提出“法治人才培养重要性思想”。这一思想是习近平法治思想体系建设的有机组成部分。习近平“目标法治论”中的法治人才培养是一项重大理论创新,也是中国法治体系建设不可缺少的保障措施。我国的法学教育应当按满足法治体系建设需要制订或调整“法治人才培养”工作方案,包括调整专业设置,优化教学方案,充实教学资源等。“法治人才培养”的具体落实措施包括完善法治人才培养机制,推动中国特色社会主义法治理论进教材、进课堂、进头脑和优化法治人才培养方案等。

Xi Jinping rule of law thought is a“target rule of law theory”different from the“theory of the rule of law of governance mode”.One prominent feature of Xi Jinping’s“target rule of law theory”characterized by“construction”is to put forward the“importance thought of cultivating legal talents”.This thought is an organic part of Xi Jinping thought on building the rule of law system.The training of legal talents in Xi Jinping’s“target rule of law theory”is a major theoretical innovation and an indispensable guarantee measure for the rule of law in China.China’s legal education should formulate or adjust the work plan of“legal personnel training”according to the needs of the construction of the rule of law system,including adjusting the professional setting,optimizing the teaching plan and enriching the teaching resources.The specific implementation measures of“training of legal talents”include improving the mechanism of training of legal personnel,promoting the theory of socialist rule of law with Chinese characteristics into textbooks,classroom and mind,and optimizing the training plan of legal talents.
