数字经济下中国工会改革的动力机制

Dynamic Mechanism of Chinese Trade Union Reform under the Digital Economy

当前,数字经济的交易规模、参与人数、市场结构、区域分布等因素对工会工作产生较大的冲击与影响。研究认为,数字经济时代生产要素(土地、劳动、资本、企业家才能、数据)的新变化和大规模定制范式的转变,必然导致劳动用工方式和劳动关系转型,是中国工会改革的外驱动力。与此同时,工会组织服务职工群众自身基本职能的调整、主动吸引数字经济下新群体入会以及增加民主管理社会对话机制,是激发中国工会改革的内生动力。实践表明,数字经济对传统劳动关系的重要影响已然显现。注重服务职工群体新需求、提升产业工人数字新素质、运用网上入会新手段和关注平台用工新方式,成为数字经济时代中国工会的对策选择。

At present,the scale of the digital economy,the number of participants,the market structure and the regional distribution have fairly large impact and influence on the work of the trade unions.The study believes that the new changes in production factors(land,labor,capital,entrepreneurial talent,data)and the transformation of the mass customization paradigm in the digital economy era will inevitably lead to the transformation of employment manners and labor relations,which is the external driving force of China’s trade union reforms.At the same time,that the trade union organizations adjusting the basic functions to serve workers and the masses,actively attracting new groups to join in under the digital economy and increasing the social dialogue mechanism of democratic management is the endogenous driving force for the reform of China’s trade unions.The practice shows that digital economy has an important impact on traditional labor relations.Comprehensive strategies like focusing on serving the new needs of workers groups,improving the new digital quality of industrial workers,using new methods of online membership and focusing on new platform employment methods have become the countermeasures for Chinese trade unions in the digital economy era.
