后疫情时期高等教育国际化新常态——基于对菲利普·阿特巴赫等21位学者的深度访谈 被引量:25

The New Normal of the Internationalization of Higher Education in the Post-Epidemic Era——Based on In-depth Interviews with 21 Scholars Including Philip G. Altbach

摘要 为研判疫情对全球高等教育国际化影响,分析后疫情时期中国高等教育国际化的机遇与挑战,更好地服务"十四五"国际化战略制定,对全球范围内21位高等教育国际化研究著名学者进行深入访谈。研究发现,后疫情时期,全球高等教育国际化发展包含四大新常态,即传统高等教育强国式微,后发国家入局国际化竞争成为新常态;保守势力抬头,区域国际化、在地国际化等模式创新成为新常态;国际化泡沫破裂,数字国际化等技术创新成为新常态;"西方化"、"美国化"、"英语化"松动,多极化发展成为新常态。新常态下,中国提出的人类命运共同体理念,应成为引导全球高等教育国际化发展的中心理念,中国应积极推动构建新的高等教育国际化秩序体系、话语体系和工作体系。 In order to study the impact of the Covid-19 Pneumonia on the internationalization of global higher education,analyze the opportunities and challenges facing the internationalization of China’s higher education in the post-epidemic era,and better serve the formulation of the internationalized strategy for the"14 th Five-Year Plan,"this research conducted in-depth interviews with 21 well-known scholars on the internationalization of higher education around the world.The research shows that in the post-epidemic era,the development of global higher education internationalization includes at least four new normals:the decline of traditional higher education powers,and the entry of latecomer countries into international competitions;the rise of conservative forces,regional internationalization,local internationalization and other model innovations;the burst of internationalization bubble,and technological innovations including digital internationalization;and the looseness of"Westernization,""Americanization"and"Englishization,"and the heading of multipolarisation.Under the new normals,the concept of a community with a shared future for mankind proposed by China should become the central concept guiding the international development of global higher education.China should actively promote the construction of a new order system,discourse system and work system for the internationalization of higher education.
