人类命运共同体理念下的中国外交新实践

The New Practice of Chinese Diplomacy in Line with the Concept of“Communities of Shared Future for Mankind”

人类命运共同体是以马克思主义国际关系思想为理论内核,根据国际形势的变化以及中国外交实践的需要而提出的一种符合全人类共同利益的全球治理构想。人类命运共同体基于“以人民为中心”的理论立场对资本主义体系及其权力政治观念进行了深刻的、彻底的批判,同时又回应了资本主义发展引发的重大危机,探索了新的发展模式。中国从“一带一路”倡议、支持联合国体系、国际经济治理体系改革三个方面推动构建人类命运共同体,这些新的外交实践在一定程度上都对西方主导的国际秩序产生冲击,无疑会面临来自资本主义国家方面的阻力。中国应准确把握国际力量对比的变化,审时度势,运用灵活的外交策略,以推动全球治理体系向更加公平、公正、包容的方向发展。

The concept of“Communities of Shared Future for Mankind”was shaped on the basis of the theoretical resources of Marxist international relations thoughts and adapted to the changes of the international society and the development of Chinese diplomacy as an idea of global governance in accordance with the common interest of mankind and international justice.As an idea of putting the people in priority,it criticized the capitalist system and its power politics as well as responded to the major crises in the development of capitalism and explored new development models.China has promoted the construction of the“Communities of Shared Future for Mankind”by taking three actions,i.e.,the“Belt and Road”Initiative,supporting the UN system,and the reform of the international economic governance systems.These new diplomatic practices will,undoubtedly,face the resistance of the capitalist nations as they stipulate changes and even breaking of the Western-dominated international order to a certain extent.So China should study the transformation of the international system carefully and deeply,and adopt flexible diplomatic strategies to push global governance onto a fair and tolerant path.
