内蒙古实施兴边富民行动的成效、存在的问题及对策建议

作为我国边疆建设的重要举措,兴边富民行动自启动以来战略地位不断提升、政策内容不断丰富、实施效果不断增强。20余年来,内蒙古边境地区经济社会发展取得了巨大成就,但仍存在经济增长缺乏动力、城镇居民增收困难、公共服务支持不足、抵边农村牧区空心化加剧、生态环境保护与产业发展不平衡等问题。“十四五”时期,深入推进兴边富民行动应以铸牢中华民族共同体意识为主线,构建现代产业体系,强化边境城乡统筹发展,加强新型基础设施建设,优先推进抵边村屯乡村振兴,创新人口发展体制机制,强化生态屏障建设,以生态建设产业化拓宽兴边富民新渠道。

As an important device for China's border governance,since the launch of the action of rejuvenating the border and enriching the people,the strategic position has been continuously improved,the policy content has been continuously enriched,and the implementation effect has been continuously enhanced.Over the past 20 years,great achievements have been made in the economic and social development of the border areas of Inner Mongolia,but there are still problems such as lack of momentum for economic growth,weak income growth of urban residents,insufficient public service support,hollowing out of border rural pastoral areas,and imbalanced ecological environmental protection and industrial development.During the 14th Five-Year Plan period,the in-depth promotion of the action of rejuvenating the border and enriching the people should focus on the cultivating the consciousness of the Chinese nation as a community and construct a modern industrial system,strengthen the overall development of border urban and rural areas,strengthen the construction of new infrastructure,give priority to promoting the revitalization of the villages and villages in the border area,and innovate the population development system and mechanism,strengthen the construction of ecological barriers and broaden new channels for the rejuvenating the border and enriching the people through the industrialization of ecological construction.
