高校网络舆情治理政策文本的内容分析

Content Analysis of the Texts of Internet Public Opinion Policy in Colleges and Universities

在推进教育治理现代化的时代背景下,高校网络舆情治理已成为提高高校治理效能的重要组成部分。近些年,政府部门颁布了一系列相关政策来加强对高校网络舆情治理。立足于相关政策文本,从实施原因、对象以及措施对高校网络舆情政策内容进行梳理,依据完整性、科学性和创新性对政策内容进行规范分析。发现高校网络舆情治理的政策内容在全面性方面还有所欠缺,政策内容逻辑性欠佳,政策理念创新性不够。为此,需要从明确高校网络舆情政策的目标、规范高校网络舆情政策的对象、提高高校网络舆情可操作性三方面进一步优化。

In the context of advancing the modernization of education governance,the governance of network public opinion in colleges and universities has become an important part of improving the efficiency of college governance.In recent years,government departments have promulgated a series of related policies to strengthen the regulation of online public opinion in colleges and universities.Based on the documents of government policy on network public opinion,the content of the university's online public opinion policy is sorted under the themes of reasons for implementation,targets and measures,and the policy content analysis is standardized in terms of completeness,scientificity and innovation.It is found that the content of governance policies on the university's online public opinion is not comprehensive enough,and needs to be more logic,and that the concept of policies is not innovative enough.Therefore,the policies on online public opinion in colleges and universities need to be further optimized from three aspects:clarifying the goals,standardizing the subjects,and improving their operability.
