摘要 关键基础材料是支撑国民经济和国防安全不可或缺的物质基础。系统阐述了国内关键基础材料发展的现状、取得的成绩及存在的问题。分析了关键基础材料、特别新材料的发展和进步,对上下游产业发展和产业链供应链自主可控的贡献。指出未来中国在关键基础材料上要围绕精品化、智能化、绿色化,加大力度突破技术瓶颈。最后从政策支持、产学研结合、机制创新、人才激励等方面对关键基础材料的发展提出建议。 The key basic material is the indispensable material foundation to support the national economy and national defense security.The development status,achievements and existing problems of domestic key basic materials were systematically elaborated.Meanwhile,the development and progress of key basic materials and special new materials,as well as their contribution to the development of upstream and downstream industries and the independent controllability of the industrial supply chain,were discussed.It is pointed out that in the future,China will focus on high-quality,intelligent,and green key basic materials,and intensify efforts to break through technological bottlenecks.Finally,suggestions were made for the development of key basic materials in terms of policy support,industry-university-research integration,mechanism innovation,and talent incentives.
