“同步招生”政策对民办义务教育学校的影响及应对策略

摘要 2020年义务教育阶段民办学校与公办学校同步招生政策全面实施。作为推动义务教育优质均衡发展、缓解社会中普遍存在的教育焦虑、引导学校安心于“立德树人”的政策设计,其实施给义务教育阶段民办学校的发展带来了巨大影响。一方面民办学校生源选拔优势被消除,招生热明显降温,招不足等问题凸显;另一方面民办学校已有发展基础被动摇,引发举办者产生“退场”心理、优秀教师流失意愿增强等连锁效应。许多民办学校选择通过涨学费筛选学生、扩大要素投入提高吸引等措施,以应对影响。这些传统的外延式发展策略,并不符合我国教育高质量发展的时代需求,面对新政,民办学校应围绕学生发展需要优化资源配置,强化内涵建设与特色发展。 In 2020,private schools and public schools in the stage of compulsory education simultaneously recruit students(referred to as“Simultaneous Enrollment of Public and Private Schools”),as a policy design to promote the balanced development of compulsory education,alleviate the common educational anxiety in society,and guide schools to“build people by virtue”.The implementation of this policy has brought great influence to the development of private schools.On the one hand,the selection advantages of private schools have been abolished,the enrollment heat has obviously cooled,the recruitment is insufficient and other problems are prominent.On the other hand,the development foundation of private schools has been shaken,causing“dominoes”effect such as the“quit”emotional growth of organizers and teachers’increasing willingness of leaving.Therefore,many private schools choose to screen students by higher tuition fees,expand the input of elements to increase attraction and other measures to cope with the impact.However,these traditional extension development strategies do not meet the needs of our education emphasizing connotation development and quality improvement.In the face of“Simultaneous Enrollment of Public and Private Schools”,private schools should optimize the allocation of resources around the needs of student development,and strengthen the connotation construction and characteristic development.
