摘要
创新评估是指经过一段时期的相对稳定运行后对创新成果进行评价和总结的一系列活动,是促进主体内组织成员进行新一轮更高层次创新的又一起点。本文以企业的技术创新能力评价为案例,介绍了定性综合评价方法中较为常见的两种评价方法——层次分析法和模糊综合评价法在创新评估中的应用。在此基础上,初步探讨了构建以层次分析法和模糊综合评价法为蓝本的多层次模糊综合评价方法模型,以期为日后的相关工作提供参考。研究表明,定性综合评价方法在创新评估中具有较好的操作性和可行性,可以为今后创新评估工作提供有效支撑。
Innovation evaluation refers to a series of activities to evaluate and summarize the innovation results after a period of relatively stable operation,which is another starting point to promote the organization members to carry out a new round of higher-level innovation.Taking the evaluation of technological innovation capability of enterprises as an example,this paper introduces the application of two standard qualitative comprehensive evaluation methods——Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation Method in innovation evaluation.On this basis,a model of multi-level fuzzy thorough evaluation based on Analytical Hierarchy Process and Fuzzy Comprehensive Evaluation Method is preliminarily discussed to provide a reference for related work in the future.The results show that the qualitative comprehensive evaluation method has good operability and feasibility in innovation evaluation and can provide adequate support for innovation evaluation in the future.
