摘要
合理划分省级水利领域事权与支出责任范围,是地方政府有效提供水利领域服务的逻辑起点。当前,中央有关水利领域财政事权与支出责任划分的条例办法尚未颁布,但湖南、江西省先后规定了本省范围内的水利财政事权与支出责任划分,通过对两省指导思想、基本原则、具体事权确定以及相应支出责任划分的比较,可以概括出两种"央地项目+地区差异"型以及"项目为主"型两类模式。两类模式各有优势与不足,可以提供省级水利事权划分改革的参考。
A reasonable division of the scope of authority and expenditure responsibility in the provincial water conservancy field is the logical starting point for local governments to effectively provide services in the water conservancy field.At present,the central government’s regulations on the division of financial powers and expenditure responsibilities in the water conservancy sector have not yet been promulgated,but Hunan and Jiangxi provinces have successively stipulated the division of water conservancy financial powers and expenditure responsibilities within the provinces,and adopted the guiding ideology,basic principles and specific powers The comparison of determination and the division of corresponding expenditure responsibilities can be summarized in two types of "central-district projects + regional differences" and "project-oriented" two types of models.The two types of models have their own advantages and disadvantages,which can provide a reference for the reform of the division of water conservancy powers at the provincial level.
