城市养犬引发的治安问题及其治理路径研究

Research on Public Security Issues Caused by Dog Raising in Urban Areas and Their Solutions

当前社会经济不断发展,人民群众追求生活幸福感的愿望也越来越强烈,选择养犬作为宠物成为人们日常生活的调味剂。但随着城市中犬只数量的增长,其危害公共安全的各类治安问题也不断涌现,犬患问题日趋多样化,主要表现为犬只伤人、感染狂犬病、破坏城市环境卫生、家犬遗弃走失沦为流浪犬等,这主要缘于有关法律制度体系不健全、公众意识缺失等原因。通过借鉴国内外先进犬只管理经验、健全养犬法律法规、因地制宜完善犬只管理体制、培养市民文明养犬意识等途径,妥善处理因养犬引发的治安问题,以此提高城市治理水平。

With the continuous development of social economy,keeping pet dogs has become a flavoring agent for people to pursue a sense of happiness in their daily lives.However,with the increase in the number of dogs in cities,various public security problems have also emerged,such as dogs hurting people,infecting rabies,destroying urban environmental sanitation,stray dogs,etc.This is due to the imperfect legal system and lack of public awareness,etc.By learning from domestic and foreign advanced dog management experience,improving dog-raising laws and regulations,improving the dog management system according to local conditions,and cultivating civilized dog-raising awareness among citizens,we will properly handle public security issues caused by dog-raising and improve the level of urban governance.
