以考核为抓手,推动公立医院党支部书记队伍建设行稳致远

Taking the Assessment as the Starting point,Promote the Construction of the Party Branch Secretaries Team of Public Hospitals to be Stable and Far-reaching

目前很多公立医院的党建仍存在党建和业务工作“两张皮”、创新机制不完善、团结党群力量的有效载体欠缺等问题。在党的政治建设的统领下,广医二院党委探索设计并应用了一套定量与定性相结合的党支部书记考核指标体系,不断提升党支部书记的党建工作质量,进一步推进党支部工作规范化制度化建设,提升党支部组织力和战斗力,实现党建工作与业务工作双促进,并取得了一定的实践成效。该文以个案分析为切入点,着重从设计及应用公立医院党支部书记考核体系的路径做法、成效反响、创新启示等3个方面对广医二院党支部书记考核工作进行了分析研究,以期对其他基层党组织开展党建工作考核提供借鉴和帮助。

The party building in many public hospitals still has problems such as the"two skins"of party building and business work,the imperfect innovation mechanism,and the lack of an effective carrier to unite the power of the party and the masses.Under the leadership of the party's political construction,the party committee of the second hospital of guangzhou medical college has explored,designed and applied a set of quantitative and qualitative assessment index systems for party branch secretaries to continuously improve the quality of party branch secretaries'party building work and further promote the standardization of party branch work.Institutionalized construction,enhanced the organizational strength and combat effectiveness of the party branch,realized the dual promotion of party building work and business work,and achieved certain practical results.This article takes case analysis as the starting point,and focuses on the design and application of the public hospital party branch secretary assessment system in three aspects:the path and practice,the effect response,and the innovation enlightenment.Other grass-roots party organizations provide reference and help for the evaluation of party building work.
