物有所值视角下公共工程招投标效能提升路径分析——基于fsQCA的实证

Analysis on the Pathway for Improving the Bidding Efficiency of Public Projects from the Value for Money Perspective——An Empirical Study Based on fsQCA

为确保公共工程招投标高效运作,建立基于物有所值原则的效能评价体系已成为当前的发展趋势和挑战。通过对影响公共工程招投标效能的影响因素进行分析,提炼了招投标IPO效能评价体系,运用模糊集定性比较分析法fsQCA对问卷数据进行分析,探求影响高绩效招投标效能的条件构型和有效路径。研究表明存在4种高绩效招投标效能提升路径,并且基于优化流程设计和强化过程控制的过程管理是提高招投标效能的关键,而投入端的改善能够为招投标效能的提升提供长期保障。这在一定程度上回应了近年来有关公共工程招投标效能提升的理论诉求,并对如何进行物有所值的公共工程招投标提出了相应的路径参考。

To ensure the efficient operation of public engineering bidding,the establishment of the efficiency evaluation systembased on the principle of value for money has become the current development trend and challenge.The purpose of this research is toanalyze the influencing factors of public engineering bidding effectiveness,refine the evaluation system of IPO bidding efficiency,and analyze the questionnaire data through the fuzzy set qualitative comparative analysis method fsqca,and explore the conditionconfiguration and effective pathway that affect the efficiency of high-performance bidding.The results show that there are four waysto improve the efficiency of bidding,and the process management based on optimizing process design and strengthening processcontrol is the key to improve the bidding efficiency,and the improvement of input side can provide long-term guarantee for theimprovement of bidding efficiency.To some extent,the research responds to the theoretical demands of improving the biddingefficiency of public works in recent years,and puts forward the corresponding path reference for how to carry out the publicengineering bidding with value for money.
