PPP项目可持续性后评价指标体系研究

Research on Post-Evaluation Index System of PPP Project Sustainability

随着新型城镇化的快速发展,PPP模式作为一种新兴的项目投融资和运作模式,在我国基础设施和公共服务领域得到了广泛应用。为推动“以人为本”的PPP3.0在国内的贯彻落实,基于平衡计分卡管理原理,构建PPP项目可持续性后评价指标体系。通过问卷调查,利用层次分析法对所构建的指标体系进行分析,从而为客观公正地对PPP项目可持续性进行后评价提供了新的思路与依据。

With the rapid development of new urbanization,the PPP model,as a new project investment,financing and operationmode,has been widely applied in the field of infrastructure and public services in China.Based on the principle of balancedscorecard management,this paper constructs a post-evaluation index system for the sustainability of PPP project,aiming to promotethe implementation of"people-oriented"PPP3.0 in China.Through the questionnaire survey,the Analytic Hierarchy Process(AHP)is used to analyze the constructed index system,which provides a new idea and basis for the objective and impartial assessment forthe sustainability of PPP project.
