我国普通高校体育治理结构现状及优化策略

Current Situation and Optimization Strategy of Sports Governance Structure in Colleges and Universities in China

采用文献资料法和访谈法等,基于扎根理论,对高校体育治理结构进行研究。高校体育治理结构包括主体要素,分为核心利益相关者和非核心利益相关者;制度要素,涉及监督制度、决策制度、执行制度;环境要素,涉及文件法规、基础条件等。我国普通高校体育治理结构现状:利益主体存在缺位、制度建设尚待强化、环境营造有待加强;提出优化策略:构建高效协同的体育治理主体结构,健全科学规范的体育治理制度体系,营造内外双循环型体育治理环境。

By using the methods of literature review and interview,based on the grounded theory,this paper studied the sports governance structure in colleges and universities.The governance structure of colleges and universities sports includes main elements(core stakeholders and non core stakeholders),institutional elements(supervision system,decision-making system and implementation system),and environmental elements(documents,regulations,and basic conditions).The current situation of the sports governance structure of colleges and universities is the absence of the main body of stakeholders,the institutional construction needs to be improved,and the environment construction needs to be strengthened.Optimization strategy:We should build a high-efficiency and cooperative sports governance main body structure,perfect a scientifi c and standardized sports governance system,and create an internal and external double-circulation sports governance environment.
