摘要
本文构建网络DEA模型测度制造业技术创新效率及分阶段特征,识别30省(区、市)间空间相关、区域差异及收敛规律。研究发现:(1)2009~2018年间,技术创新效率位于中低水平,上升态势明显,知识生产阶段高于成果转化阶段;(2)2019年莫兰指数变为显著变量,“高-低”和“低-高”类型居于主导;知识生产阶段仍为随机分布状态,而成果转化则显著为负值;(3)根据基尼系数结果,区域差异程度从中高水平变为中等区间,知识生产阶段低于成果转化阶段。收敛结果显示,全国及东、中、西部均表现出显著的收敛趋势,条件β收敛速度略高于绝对β收敛速度,且东、中、西部差异明显。成果转化阶段是短板,技术创新资源空间溢出通道建设是重要的潜力方向。
Network DEA model is constructed to measure technological innovation efficiency and sub-stage characters of ICT manufacturing sector among 30 provinces(region,municipality).Further,spatial correlation,regional difference and conver⁃gence trends are evaluated.Main conclusions are as follows.Firstly,it is of middle-lower level and keeps rising during 2009~2018,which efficiency of knowledge production stage is more than that of commercialization stage.Secondly,in the year 2019,Moran Index begins to turn significant and the“H-L”and“L-H”two clustering types begin to dominate among provinces(re⁃gion,municipality).It still keeps insignificant variable in the first stage and turns significant state with respect to Moran Index.Thirdly,based on Gini coefficient results,regional difference level turns from middle-higher into middle level which the difference level in knowledge-production stage is less than that of the second stage.From convergence model results,whether the whole or the east,middle and western regions,show significant converging trends.Conditional beta converging speed is more than that of abso⁃lute beta speed.Regional difference exists obviously among eastern,middle and western regions.Commercialization stage is the weakness stage and spatial spillover channel construction is an important potential direction.
