Problems and Paths of the Reconstruction of the Old Residential Areas in Cities and Towns

党的十九届四中全会强调坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化。提升基层社会治理水平是提升国家治理水平的重要基础,基层社会治理现代化是国家治理体系和治理能力现代化的着力点。老旧小区改造作为基层社会治理的一部分,因其具有复杂性和特殊性,成为基层社会治理的一大难题。因此,通过对老旧小区改造问题的剖析,从积极引导居民参与、政府充分发挥宏观调控作用、推动建立相关社会组织、建立资金分类筹集使用机制方面提出解决对策。

The Fourth Plenary Session of the 19th CPC Central Committee stressed adherence to and improvement of the socialist system with Chinese characteristics and modernization of the country's governance system and capacity.Grassroots social governance is an important aspect of national governance,and the modernization of social governance at the grassroots level should be part of the modernization of national governance system and governance capacity.As a part of social governance at the grassroots level,the transformation of old residential areas has become a major problem of social governance at the grassroots level because of its complexity and particularity.Therefore,through the analysis of the old residential areas reconstruction problems,from the active guidance of residents to participate in,the government to give full play to the role of macro-control,promote the establishment of relevant social organizations,the establishment of fund classification mechanism to raise and use countermeasures are put forward.
